Strategy 3. Arrange for transfer on your own.

If the outcome is a finding that will be published and no other process or product is anticipated, you will send manuscripts directly to the publisher. The finding will then be in the public domain. (But note the next point below.)

If there is profit potential in the product, process, or finding, you will want to work closely with the Transfer Officer to be sure that all appropriate transfer steps are accomplished and the discovery is not compromised by inappropriate actions such as premature publication of technical information. (But note the next point below.)

There should be clear, rational bases for the choices that are made about the "most appropriate" transfer process and these should be a matter of record. You'll want to avoid any conflict of interest as you arrange for transfer on your own. Of course, you will need to keep the Transfer Officer and Center Director informed of your plans and progress throughout the project.
