The Federal Technology Transfer Act of 1986
The Technology Transfer Act (PL 99-502) is a very important influence on
the operation and the role of all federally supported laboratories. The
Act, and a subsequent Executive Order from the Office of the President
entitled "Facilitating Access to Science and Technology,"
encourages laboratories to:
- expedite the transfer of technology developed with federal funds
- enter into cooperative agreements with universities and private firms
- provide incentives to researchers whose inventions are transferred.
The Act gives the Center Director primary responsibility for decision-
making in the transfer process. Approvals of the Director's decisions and
agreements are to be acted on by the responsible agency within 30 days.
The Act also funded the Federal Laboratory Consortium for Technology
Transfer, which has as its primary goal the commercialization of
innovations resulting from the research and development carried out in the
laboratories.
Remember: If the fruits of RR & D project efforts are to
benefit the disabled community, they must be used. Clearly, that means
that the products, processes, and findings must be transferred to
others. The Technology Transfer Act of 1986 provides incentives and
