A professor of public policy offers her analysis of why the CIA and the FBI failed to adapt to the growing threat of terrorism before 9/11 and why, more than six years later, our country's intelligence systems remain inadequate.

The Origins Of 9/11

In her new book, Spying Blind, National Security expert, Amy Zegart attributes the intelligence failures that preceded the September 11th terrorist attack to our intelligence system itself. Larry talks with Zegart who argues that longstanding organizational weaknesses prevented the CIA and FBI from opportunities to disrupt the September 11 plot.

Intelligence Post Seen as Thankless Job

The number two job in U.S. intelligence has been vacant for more than a year. During that time, a number of potential candidates have been approached for the job, but there is still no word that it has been filled. Intelligence watchers say the perception that the job is a thankless one may be the reason for the delay.

Negroponte's Departure Shows Pressure of the Post

This week, administration officials announced that John Negroponte would be leaving his position as the Director of National Intelligence to become Deputy Secretary of State. Negroponte became DNI less than two years ago. Professor Amy Zegart of UCLA talks with John Ydstie [on NPR] about what the change may mean for the intelligence community.
