School Organization - Reforms for English Language Learners

Claude Goldenberg’s documentary “Settings for Change” (1997) shows how school level reforms can have a positive effect on the academic achievement of English language learners.  In three years Felton Elementary School in Lennox School District in Los Angeles County, California, went from being one of the lowest performing schools in the district to being one of the highest.
 

Background



When Jessie Sullivan arrived at Felton Elementary School, she felt that neither the students nor the teachers were enthusiastic about what they were doing – they were just going through the motions, not really engaged.  The teachers ???? felt that there was a lack of communication in the school which led to a lack of uniformity and continuity.  Teacher conferences were not well received because they felt like policing, but the principal realized that this was not to be construed as a lack of desire to change things on the part of the teachers.   She believed that what they needed was a clear set of unified goals.
