Value of new software; web vs. disk-based software  

Background:  

A. Not a lot of new quality CALL software has been developed over the past few years.

B. It seems that CALL web sites continue to developed, whereas the development of CALL software flounders.

Research question:  

A. Given the rapid changes taking place in computer technology (in both operating systems and hardware) as well as the time required to develop new software for CALL, should CALL researchers continue to develop new CALL software?

B.  What are the relative strengths and weakness of web-based CALL activities versus disk or CD-ROM based CALL Software?
