ASA software offers an interesting addition to ArcGIS. After registration you can download the free TimeSlider Extension (ArcGIS Extension for Version 9.2). It animates time-dependent shape files in ESRI Arc 9.2 products (includes demonstration data featuring temporal/time step functionality). Also available for Arc 9.1.
