The term OID stands for Object Identifier. In a LDAP server, OIDs are used to uniquely identify all attributes, objectClasses, and syntax rules that make up the schema for the server. A little more about OIDs is here.

Stanford already has an OID stem, which is 1.3.6.1.4.1.299. The first 9 arcs of the stem are reserved for future work.

The 10th arc is reserved for subdomains. The 11th arc is for the LDAP Schema. In the LDAP arc, there are then 3 more arcs:
1 - attribute types
2 - attribute syntaxes
3 - object classes

This means that every attribute that is created as a part of Stanford's LDAP schema will start with:
1.3.6.1.4.1.299.11.1
