Constitution & Bylaws

CONSTITUTION

ARTICLE I - Name

The name of this organization shall be the "Water Environment Federation Stanford University Student Chapter".

ARTICLE II - Purpose

The purpose of the Chapter shall be as follows:

1. To promote graduate and undergraduate student interest in the engineering and science of the water environment.

2. To provide an avenue for the exchange of information and ideas through networking and mentorship between students, faculty, and members of the Water Environment Federation.

3. To promote academic excellence and leadership in environmental science and engineering.

ARTICLE III - Affiliation

This organization ("the Chapter") is a student chapter of the Santa Clara Valley Section ("the Section") of the California Water Environment Federation (CWEA). CWEA is a member of the WEF.

ARTICLE IV - Management

The Chapter shall be managed by an executive committee (president, vice president, secretary, activities chair, publicity chair, and the membership chair) and an advisor. The executive officers will be elected annually by the voting members of the Chapter.

ARTICLE V - Membership

Any graduate or undergraduate student enrolled at Stanford University, with an interest in the environment, shall be eligible for membership. The advisor and all voting chapter members must be WEF members. No member shall be hazed according to California State Law; membership shall not be restricted based upon race, color, national origin, sex, sexual orientation, age, or handicap.

ARTICLE VI - Academic Status

Each chapter member must be in good academic standing with Stanford University.

ARTICLE VII - Annual Report

A report must be written annually describing the programs organized by the Chapter during the previous twelve months. This report must be submitted to the Chair of the WEF Student Activities Committee, the CWEA, and the Section by June 1 of each year.

ARTICLE VII - Amendments to the Constitution

Amendments to the Constitution may be proposed at any regular meeting by any member of the Chapter. All proposed amendments shall be referred to the CWEA Constitution and Bylaws Committee for certification that they are in harmony with the CWEA Constitution and Bylaws. Amendments to the Constitution and/or Bylaws may be made by a two-thirds vote of the members present at the regular Chapter meeting following the Chapter meeting at which the Amendments are introduced. All such Amendments are void if disapproved by the CWEA.

ARTICLE IX - Dissolution and Termination

The Chapter may dissolve at the end of any academic year after giving appropriate written notice of its intentions to the Section, the CWEA, and the WEF. The CWEA may terminate the charter of the Chapter if, after the Chapter has been afforded an opportunity to be heard, the CWEA judges it to be in the best interest of the CWEA and the WEF to do so. In the event of dissolution of the Chapter, the Chapter property and uncommitted funds will revert to the Department of Civil and Environmental Engineering at Stanford University.

 

BYLAWS

ARTICLE I - Membership

Members shall have the right to vote and hold office. Membership shall be revoked by the executive committee should a member participate in behavior or actions harmful to the Chapter.

ARTICLE II - Officers

Executive Officers will be elected annually by the voting members of the Chapter. The functions of the officers are listed below:

President:

The president shall organize and preside at all Chapter meetings and represent the Chapter on all appropriate occasions. The president shall ensure that all responsibilities are equally divided among the executive committee members.

Vice President:

The vice president shall assume the responsibilities of the president in his or her absence.

Secretary:

The secretary will be responsible for maintaining thorough records of all Chapter meeting and activities. The secretary will prepare the annual report and will facilitate correspondence as needed.

Activities Chair:

The activities chair will be responsible for planning all Chapter programs.

Publicity Chair:

The publicity chair will be responsible for preparing and posting notices of all chapter events.

Membership Chair:

The membership chair will be responsible for maintaining current records of all Chapter members.

ARTICLE III - Meetings

Chapter meetings shall be held at least once per quarter and will be called by the executive committee. Notice of the place, date and time of meeting shall be posted in visible locations.
