FIFA established the following rules for breaking ties in the preliminary competition to the World Cup Finals (i.e. the run-off before Korea/Japan). Since no such regulations are published for the Cup finals, I assume they still apply.

First tie-breaker is goal difference over all matches played.
Second tie-breaker is total goals scored.
Third tie-breaker is who won the most points in the game(s) between the teams that are tied.
Fourth tie-breaker is goal difference in the game(s) between tied teams.
Fifth tie-breaker is number of goals scored in the game(s) between tied teams.
If the tie persists, a decisive game is played between the teams (or, I suppose, lots are drawn).
