SOCCER: more legislation



David Crow says: In response to Hank Greely's question about the tie-breaking criteria (an appropriate concern for a professor of law), Article 28, Paragraph 6 of the Regulations for the 2002 FIFA World Cup states:

"Ranking in each group shall be determined as follows:

  1. greater number of points obtained in all the group matches;
  2. goal difference in all the group matches;
  3. greater number of goals scored in all the group matches;
    If two or more teams are equal on the basis of the above three criteria, their place shall be determined as follows:
  4. the greater number of points obtained in the group matches between the teams concerned;
  5. goal difference resulting from the group matches between the teams concerned;
  6. greater number of goals scored in the group matches between the teams concerned;
  7. drawing lots by the Organising Committee for the FIFA World Cup."

Thus, in Professor Greely's hypothetical case, South Korea would not advance to the second round, since it scored fewer goals than did Portugal and the United States.
