Philippine sea tragedies

Bert Westbrook on the Philippine ferry tragedy: "As the story indicates, the Philippines have a terrible history of this. While the Western press doesn't seem to make much of these stories, we are told of disasters on a fairly frequent basis. So why is it so bad? There is money in the Philippines -- can't something be done? " There are some extremely wealthy people in the Philippines, but they won't invest in ferry companies since it is an unattractive business. Similar problems arise everywhere.
