INDIA and nuclear war



This Reuters dispatch (2/13/03) raises concern: "India successfully test-fired its Brahmos supersonic cruise missile, jointly developed with Russia. It was the third successful launch of the Brahmos, which has a range of about 290km and can carry a conventional warhead with a payload up to 300kg. The missile was fired from a warship in the afternoon in the Bay of Bengal off the east coast, he said. The Brahmos can be launched by ship, land, submarine, or air. It was the latest in a series of tests of various Indian missiles that have drawn international criticism after nuclear-capable India and Pakistan almost went to war last year over the disputed Himalayan region of Kashmir". According to Paul Simon, this criticism has no legal basis, since . like Israel, India has not signed the non-proliferation treaty. Could someone tell us which countries have not signed?
