
TIPS WORKING GROUP ROLES

Note: This document is due to be reviewed and revised in 1995 to comply
with the new changes in the ITSS organization and its
relationship with TIPS.
As a part of the TIPS representative structure, the TIPS Working Group
is the voice of University departments, and provides department-level
input through all stages of the selection, development, and
implementation of new administrative systems and processes (of which
information systems are a subset). Specific responsibilities and roles
include:
1. The Working Group is responsible for deciding whether departments
are ready to commit to 100 percent online usage of new and modified
electronic forms under the Electronic Transactions Policy. It votes
on the suitability of new forms for 100 percent usage, based on
factors such as ease of use and the availability of adequate
training and documentation.
2. The Working Group participates in the yearly information systems
planning cycle by providing responses to the annual "State of
Computing" reports presented by central offices and the Data Center.
3. Working Group representatives, or other administrative staff
recruited by the Working Group, act as testers of new application
systems and participate in system development teams wherever
possible.
4. The Working Group keeps abreast of information systems developments,
and regularly brings departmental issues, needs, and requests to the
attention of central offices and information system managers. In
turn, central office managers regularly seek the Working Group's
advice on system or policy changes under consideration.
5. Working Group representatives circulate information from the Working
Group meetings back to departmental staff in their areas.
6. Working Group representatives are responsible for communicating
departmental issues and concerns addressed by the Working Group to
their Administrative Deans and other senior managers, who then take
these issues to policy making groups such as the TIPS Governance
Group and the School Management Group for further action and
resolution as needed. The Governance Group and the SMG, in turn,
are responsible for keeping the Working Group informed as to the
status of their discussions and actions.
7. The Working Group sponsors TIPS Special Interest Forums on topics of
interest to administrators, especially issues surrounding the
implementation of new systems and procedures that affect
departments.
8. The Working Group remains a forum for discussing issues of workload
and productivity in departments, whether or not those issues include
information system components.
