
CRITERIA FOR WORKING GROUP TO USE IN ASSESSING
READINESS OF ONLINE TRANSACTION APPLICATIONS
FOR MANDATORY USAGE

The Working Group will use these criteria as an aid to judging the
"readiness" of an existing or new electronic transaction for application
to the mandatory use policy. These criteria are intended to apply to
existing online transaction applications as well as to future online
transaction applications.
a. Originators with basic Prism knowledge can figure out how to
proceed with the transaction they need to prepare.
b. One or more suitable training aids are available: online help,
quick guide, tutorial, reference manual, etc. (It is
preferable that the training aids can be printed locally.)
c. Telephone support is available.
d. A new user can learn enough of the system to process the
transaction within a reasonable time frame (i.e. through a
class or tutorial or lab, etc.).
e. Urgent processing is available (if applicable).
f. There are no critical problems that make the use of the online
system significantly burdensome.
g. Departments have had an opportunity to use the application in
a real work setting for a reasonable period of time.
(One benchmark might be a minimum time period from release date to
expected "subject-to-policy" date, e.g., 4-6 months. Another benchmark
might be statistics that demonstrate a certain threshold of voluntary
usage of the online transaction -- e.g., 50-70% of total transactions
are generated online. The timetable might need to be varied depending
on the complexity of the new transaction and its similarity (or lack
thereof) to applications already online.)
