Some users are hitting an issue with Internet Explorer. To fix this, do the following:

Under the Tools --> Internet Options choice
Under the General Tab, click on the Settings... button in the Temporary Internet files box.
Make sure "Check for newer versions..." is set to "Every visit to the page"
Make sure the "Amount of disk space to use:" is set to 1MB.

It is important that BOTH of these be set that way.
