8:30 - 10:15 Marine Renewable Energy

This panel will explore the various challenges to the promotion of marine renewable energy including maximizing the generating potential of ocean power installations, connecting ocean generating capacity to the power grid, and the various legal and regulatory hurdles that must be cleared to proceed with ocean power development. Panelists will also address the steps that governments can take to encourage the expansion of ocean power as a method of greenhouse gas mitigation and the potential impacts of ocean power installations on marine ecosystems. Finally, the panel will consider how ocean power installations can be best integrated with competing uses of ocean space.

10:15 - 12:00 Protecting Marine Species - What to Do With MPAs?

Over the last several decades, many states and the federal government have devoted extensive resources to the creation and enforcement of marine protected areas. This panel will examine how MPAs will function in the context of a changing climate and whether they will be able to serve their original goals. The panel will examine which species, ecosystems, and locations are most vulnerable to climate change and whether current MPAs will remain effective in light of shifting species ranges. In attempting to think about solutions to this problem, the panel will explore potential MPA strategies that protect ecosystem resilience and the extent to which these strategies must be region specific. Finally, the panel will consider the legal frameworks providing authority for the establishment and enforcement of MPAs and how these frameworks must themselves adapt to allow for resiliency management.

Remarks: Senator Sheldon Whitehouse, (D-RI)

Senator Whitehouse, will discuss Congress' role in the future of ocean management. He will highlight recent congressional activities in the ocean sector and present his ideas for how Congress can work to promote management for ecosystem resilience.

2:00 - 4:00 Fisheries: Food Security and Sustainability

This panel will address the challenges of managing fisheries and sustaining food supplies in the face of climate stressors. Panelists will discuss the potential shifts in species ranges and impacts of climate change on the types of seafood that are available to consumers in the United States. In addition, the panel will examine the ability of current fishery management systems to mitigate and adapt to the impacts of climate change and explore the potential for reforms in federal and state fisheries management.
