"The right of every American to first-class citizenship is the most important issue of our time." - Jackie RobinsonBecause citizenship now confers so many civil and economic rights, it becomes especially important to monitor how many citizens there are, how the rules governing access to citizenship are changing, and how non-citizens are faring in the absence of such rights.
How many citizens?
What proportion of our population has citizenship? Is that proportion declining? How would a guest worker policy affect the incentives for coming to the United States? Are immigrants to the United States increasingly opting to maintain citizenship in their origin countries?
Prerogatives of citizenship
Can non-citizens secure jobs easily? Is there much discrimination against them? Do different categories of non-citizens (e.g., illegal aliens, resident workers, permanent workers) have dramatically different experiences in the workplace and their neighborhoods?
