While it is expected that School Deans will expend most of their effort on administrative matters, they may act as PIs and otherwise continue their research and teaching activities. Where effort is committed to sponsored projects, a corresponding allocation of salary is also appropriate.

Deans' office administrative activities must be consistently treated as indirect costs. Accordingly, no Deans' office administrative expenses shall be charged directly to sponsored agreements. School Deans who continue their research activities may appropriately charge a percentage of their salary directly to those projects, assuming that a corresponding percentage of effort is devoted to technical project activity.

Allocation of effort and salary should be guided by the following principles:

  1. For full-time assignment, 100% FTE is considered to be remuneration for all work which benefits Stanford. 100% FTE does not equate to any set number of hours, e.g., 40 or 50 hours per week; it equates to the totality of University-compensated effort. For School Deans, this includes all effort expended in support of University and School administration, as well as any effort expended in teaching or research activity.

  2. If more than an incidental level of effort is committed to a sponsored project and subsequently awarded by the sponsor, that amount of salary should either be charged directly to the project on which the Dean works, or charged to a corresponding cost sharing account.

  3. If incidental effort is expended on sponsored projects which was NOT committed in the project proposal, that effort does not need to be accounted for either as a direct project cost or as cost sharing.

In general, these principles are no different for School Deans than for other Stanford faculty. It is recognized, however, that most of a School Dean's effort will be expended for administrative objectives, and therefore should NOT be charged directly to sponsored projects. Each School Dean should review any concerns about his or her commitment of effort and salary distribution with the Provost.
