Effects of the California High School Exit Exam on Student Persistence, Achievement, and Graduation.

This study, released April 21, 2009, provides the most detailed analysis of the effects of the California High School Exit Exam to date.  The study finds that the policy has lowered the graduation rates of low-achieving students of color and of girls by 15-20 percentage points.  Moreover, the policy has had no positive effect on students' academic achievement.

The focus of the research is on pressing questions in educationpolicy, particularly those related to finance and governance; humanresources such as the skills, recruitment and retention of effectiveteachers and administrators; the reduction of racial, ethnic, andsocioeconomic achievement disparities; and the needs of immigrantstudents and English Language learners. 

To facilitate this work, the institute develops and maintains data systemsand instruments for measurement and promotes the use of these resourcesfor developing evidence to improve education.  As part of its mission,IREPP also seeks to support the development of a new professoriateskilled in the design and conduct of large-scale quantitativeinvestigations of such educational phenomena.

 IREPP is a member of the Education Policy Alliance- a network of university-based research units that provide highquality research on significant education policy and practice issues.
