Note the spiral shape of the tail. When the tip of the sperm tail moves counter clockwise (as indicated) this pushes the water molecules backwards, moving the sperm forward.

In these two dimensional pictures, the motion is a little harder to see. The rotating tail (end view of sperm seen at bottom) pushes water backwards propelling the sperm forward (side view at top).
