The
data for the high-GWP sectors has been updated in five respects:
1.
Emission
baselines for 1990 and 1995 have been added.
2.
Sector-by-sector
IMACs for the 12 individual industrial and ODS substitute sectors have been
added.
3.
The
U.S. baseline 2000 emissions from semiconductor manufacturing have been
decreased by 0.73 MMTCE (26%) to be consistent with the estimate in the U.S.
Inventory. This affects the gas sets and regions of which semiconductor
manufacturing and the U.S. are a part, specifically, the Semiconductor, PFC,
FLong-lived, and FTotal gas sets, and the U.S., Annex 1, OECD, and World
regions.
4.
The
marginal abatement curves for aluminum have been adjusted to correct a
spreadsheet error. This affects the
Aluminum, PFC, FLong-lived, and FTotal gas sets. The spreadsheet entitled aluminum 03 vx 02 world.xls
compares the October 2002 and February 2003 IMACs for
aluminum for the world. The third tab
shows the ratio of 2003 to 2002 reductions for each $/TCE value, and the fourth
tab shows the absolute difference between the 2003 and 2002 reductions for each
$/TCE value. The largest difference for
any $/TCE value at any tax/discount rate was less than 1 MMTCE in either
direction.
5.
The
marginal abatement curves for refrigeration have been adjusted to correct a
spreadsheet error. This affects the
Refrigeration, HFC, and FTotal gas sets.
The spreadsheet entitled refrigeration 03 vs 02
world.xls compares the October 2002 and February 2003 IMACs for
refrigeration for the world. The third
tab shows the ratio of 2003 to 2002 reductions for each $/TCE value, and the
fourth tab shows the absolute difference between the 2003 and 2002 reductions
for each $/TCE value. The largest difference for any $/TCE value at any
tax/discount rate was a decline in reductions of 2.4 MMTCE in 2010 (at
$20/TCE), and a decline in reductions of 7.5 MMTCE in 2020 (at $20/TCE).
To
provide an overview of the overall impact of these changes on the IMACs for the
fluorinated gases, the spreadsheet entitled FTotal 03vs 02 world.xls
compares the October 2002 and February 2003 FTotal IMACs
for the world. The third tab shows the
ratio of 2003 to 2002 reductions for each $/TCE value, and the final tab shows
the absolute difference between the 2003 and 2002 reductions for each $/TCE
value. The largest difference for any
$/TCE value at any tax/discount rate was a decline in reductions of 3 MMTCE in
2010 (at $40/TCE), and a decline in reductions of 8 MMTCE in 2020 (at $40/TCE).
