California Department of Real Estate. This government department is charged with licensing real estate brokers and protecting the public in real estate transactions. It handles complaints against licensed real estate brokers who are representing landlords as property managers. It does not handle general complaints related to landlord-tenant relationships.

These agencies provide general information about landlord/tenant law, mediation, and referrals. There is also a 24-hour crisis line for emergencies (408) 279-8228.
