Mr. Fenner received his B.A. degree (with distinction) from Stanford
in English in 1973 and his J.D. degree from Stanford Law School in 1976.
He joined Stanford's Office of the General Counsel in 1985, and became
Deputy General Counsel in 2001.
Mr. Fenner’s practice has concentrated in the areas of academic
affairs and academic litigation (including faculty discipline and
medical staff privileges litigation), business and business litigation
(including primary responsibility for matters such as the University’s
FEMA appeals seeking federal funding for earthquake repairs, and the
Department of Justice’s antitrust investigation and related class-action
litigation), real property and property tax claims and litigation and
asbestos matters. He served from 2000 to 2003 on the Board of Directors
of the National Association of College and University Attorneys (NACUA).
Prior to joining the Office of the General Counsel, Mr. Fenner practiced
for five years with the Portland, Oregon law firm of Tonkon, Torp, Galen,
Marmaduke & Booth, where he specialized in business litigation and
served as a member of Oregon's Board of Bar Examiners. Before entering
private practice, Mr. Fenner clerked for Thomas H. Tongue of the Oregon
Supreme Court, and for Edward Leavy (then U.S. Magistrate, District
of Oregon--now Judge of the Ninth Circuit Court of Appeals).
