Rachel Lehmer Claus is a 1975 graduate of the University of San Francisco School of Law and was the on-site attorney at the Stanford Linear Accelerator Center (SLAC) from 1992 through 2009. During that time, she also served the University’s Vice Provost & Dean of Research regarding application of the Openness in Research Policy, and she provided legal counsel to the University’s Export Control Compliance Officer.

A member of the California Bar Association, Ms. Claus is admitted to practice before the United States Court of Appeals for the Federal Circuit, the US Court of Federal Claims (formerly the US Claims Court), US District Court of the Northern District of California and the Supreme Court of the State of California. Additionally, she qualifies to represent clients before the federal Boards of Contract Appeals and the Comptroller General (General Accounting Office), as well as the Small Business Administration.

Ms. Claus is the author of the one-volume "Guide to Government Contracting," first published by Commerce Clearing House, Inc., in 1991. Before joining the University's Office of General Counsel, Ms. Claus represented both small and large businesses in negotiations and disputes with the federal government. Former clients ranged from providers of janitorial services to high technology R&D contractors. In this capacity, she engaged in a wide range of government contract activity with a variety of civilian agencies (including NASA) and the Defense Department agencies. Services for these clients included filing GAO and SBA protests, negotiation of contract modifications, litigation of changes claims and other actions under the Contract Disputes Act, preparation of value engineering proposals, negotiation of convenience termination settlements, pursuit of claims under Public Law 85-804, and litigation of Davis-Bacon and Service Contract Act claims and Miller Act subcontractor suits.
