1. Sponsored Leland Accounts Will be Charged Starting February 1
As was announced in a notice dated August 4, 1996, charging for sponsored SUNet ID services (which includes Leland email accounts) will commence February 1, 1997. The January 1 date was deferred to give a full one-month official notice of this new charge to ITSS clients.
Charging for sponsored Leland accounts comes at the recommendation of the Infrastructure Advisory Group, a faculty group advising ITSS on strategic and policy issues. ITSS is not funded to provide service to the affiliated user population (people who are not University faculty, students or staff, but who have a legitimate affiliation with the University, e.g, visiting scholars, contractors, volunteers, etc.). In order to support the increasing costs and demands for these services, ITSS must implement cost-recovery via charging which will allow our funding to cover our increased costs and allow us to support access to anyone with a legitimate need.
Beginning February 1, 1997, all sponsored Leland Accounts will be charged at the rate of $12/month. There will be no set-up charge, no quarterly or annual charge options - just a $12 monthly charge for each sponsored Leland account, billed to a University account number. These charges will show up on monthly Expenditure and Operating statements. The first charges, for usage in the month of February, will appear on the March Statements.
Sponsored Leland Accounts are available to anyone who is not part of the internal Stanford University community (faculty, staff, students, emeritus faculty or staff) as long as this individual will be using these computing resources in support of legitimate University work, i.e., teaching, research, and administration. Users of sponsored Leland Accounts are required to agree to the same policies concerning appropriate use of computers and network as other Stanford users.
Anyone with a SUNet ID of their own and who has University financial signature authority (also known as SUFIN signature authority) on the University account to be charged may act as a sponsor for Leland accounts.

The Internet Ad Hoc Committee, formed under the auspices of the Internet Society, has recommended creating seven new generic top-level domains (in addition to the existing .com, .edu, .org and .net domains) as part of its "Draft Specifications for Administration and Management of gTLDs" (generic Top Level Domains). The Ad Hoc Committee will come up with the new domain names following input from the Internet community and other stakeholders. In addition, the committee has recommended the creation of 20 to 30 new domain name registrars, all of whom would compete in the second-level domain business. Organizations could compete for registrar status by plunking down a $20,000 registration fee and hoping for the best in a lottery draw. Losers would have their money refunded. In addition, the committee has recommended that second-level domain name applications be subject to a 60-day publication period before being assigned to an applicant as part of an effort to "promote accountability, discourage extortion and minimize obsolete entries." The ITSS Instructional Program is offering Upgrade to Windows '95 (ITS 303) during Winter Quarter. This four-hour class is designed for users with experience in a graphics environment such as Windows 3.1 or Macintosh. 5. Third Thursday Brown Bag: January 16
"Introduction to Netscape and the WWW" is the topic of the next Third Thursday Brown Bag to be held from 12:00 Noon - 1:00 p.m., January 16, Turing Auditorium. Learn how to navigate the Web using Netscape's browser software. Jo-Ann Kay and Liza Lee Miller will cover the basics of touring around the Web so that you can find what you want without getting lost.

The University Budget Office announces a new Prism application which allows administrators to create and modify Expense Control figures for their non-sponsored accounts. SUFIN Expense Control will be available to employees with Forsythe accounts and PIN numbers beginning January 15.
The application includes the online SU-39 for designated and restricted fund accounts as well as other entry forms for Operating Budget and Auxiliary/Service Center accounts, both of which are restricted for use to Budget Officers.
Expense Control figures for sponsored project accounts (DFC 16x, 18x, 19x, 176, or 178) cannot be changed in this application. For information about fund to fund transactions, contact your representative in Fund Accounting. Online signature authority in the new Prism application is the same as signature authority in SUFIN journals.

W-2s will be processed the second week of January and will be mailed out the week of the 13th. They will be in a different format this year--one sheet with four copies of the W-2, which is pressure-sealed to eliminate the need for envelopes. Each form will provide employees with one copy for the federal tax return, one copy for the state tax return and two copies for their files.

9. ITSS Staff: Comings, Goings, and Changes
Comings: Matilda (Matty) Tuffey will join Data Administration on January 7. Prior to coming to Stanford, Matty worked for 16 years at Friden Neopost. Her experience encompasses the programming, analysis, database administration, systems administration, and database management areas of MIS. Her most recent experience has been in support of the Oracle database environment including the Oracle Financials modules, AR and GL. She has been involved with the installation of the Oracle DBMS, development of a mobile application in support of field technicians, and the implementation of an electronics funds transfer (EDI) system. Matty will be located in Polya Hall, Room 266, 3-0422.
