These questions relate specifically to students who have been living in University-assigned, off-campus apartments prior to April 2008.

Moving Out

What do I need to do if I am moving out?
You will need to complete a termination of occupancy form through this web site by Friday, April 13. If you are applying for the on-campus housing Lottery this year, you must do so on Axess by May 11, 2008.

You should read the cleaning guidelines that we have compiled and also speak with your apartment manager to see if they have any advice regarding the items that people often forget to clean.

Immediately before vacating the apartment, you must carefully clean your bedroom and private bathroom (if applicable) and with your roommate(s) you must clean the common areas.

What kind of charges should I expect upon move-out?
You should expect cleaning charges of at least $90 - $180 per person. Even so, cleaning must be very meticulous in order to minimize charges.

There are often charges for carpet steaming, drapery/blinds cleaning, painting, and general cleaning. The cleaning standards are generally more rigorous than in on-campus housing. Also, some complexes use vendors for cleaning, and those vendors may impose a trip charge or minimum charge.

Departing students will be charged for cleaning and damage on their University bill. When one person moves out of a partially occupied apartment, the remaining student(s) may be billed for their pro-rata share of the cleaning of the common areas.

What should I do about utilities when I move out?
If you have phone/communications/utility bills under your name, you should work with any remaining residents to have telephone and/or utilities switched into that person's name as of the date that you are moving out. If all residents are moving out on the same day, the person who has the bill under his/her name should call to cancel service.

After you move out, you may be contacted by Community Housing regarding utility bills for the apartment that you vacated - especially if the entire apartment was vacated. This is because utility bills are billed after the service is provided, so there will always be one additional bill for each utility/service after you move out. If Stanford receives a bill for provided during your contract dates, we will contact you to arrange for payment of the bill. In some cases you may be asked to pay a bill directly. In other cases, Stanford may pay the bill and then put the charges on your University bill.

If a utility bill covers a period relating to more than one set of responsible parties (the outgoing tenants and Stanford or the outgoing tenants, Stanford, and the incoming tenants), the Community Housing office will prorate the bill by determining a daily rate. This is done by dividing the total amount of the bill by the number of days in the service period. Then each party is charged the daily rate for each day of the service period that he/she/they were in contract for the apartment.
Example: a $180 PG&E bill covering the month of September, where Student A moved out on September 10 and Student B moved in on September 15. Stanford was the leaseholder for this entire period, so is responsible for the utilities between tenants. The daily rate is $180/30 days, or $6/day. Student A is responsible for utilities from September 1 - 10, or 10 days. Thus, Student A's share is 10 x $6 = $60. Stanford is responsible for September 11-14, or 4 days. Thus, Stanford's share is 4 x $6 = $24. Student B is responsible for September 15 - 30, or 16 days. Thus, Student B's share is 16 x $6 = $96.

Renewing Your Contract

I am a single student with remaining housing priority years and I currently live in Oak Creek/Stanford West. How do I renew?
If you live in Oak Creek or Stanford West and will continue to be a direct Stanford affiliate for the 2008-09 academic year, you do not have any enrollment holds, and are in good financial standing with the university, you may renew your contract. The deadline to renew is April 10. If you prefer to live on campus but are worried about applying for on-campus housing and not being assigned, you may renew your contract and then also enter the on-campus housing Lottery and/or Summer Housing Allocation . Can I renew my contract and still go through the Lottery to try to get an on-campus assignment?
Yes. If you are assigned on campus for summer and/or for autumn, you will need to submit a termination form by May 30, 2008 to indicate when you will vacate your off-campus aprtment. When moving within the University housing system, you get a 2-day overlap for moving, so you would list your move-out date as 2 days after your move-in date for on-campus housing.

I am graduating at the end of the Summer Quarter but my current contract ends June 16. Should I renew my contract?
If you are definitely graduating, you should not renew your contract. Instead you should file a termination of occupancy form form by April 13, 2008. In the "Additional Information" section of the form, explain that you need to extend your contract and put your preferred move-out date in the "Termination Date" field. The latest you can move out this summer is September 1, 2008.

If you are not certain if you will graduate, you may want to renew your contract; otherwise you will have to move out of your apartment at the end of your contract. There is a $400 fee imposed if you renew and then do in fact graduate at the end of summer. (See next question.)

What happens if I renew my contract and then change my mind?
Once you have renewed your contract, you are locked into your lease. If you vacate your apartment, in violation of the contract terms, you will be charged a $400 administrative fee and will be held to rent until your apartment is occupied by another eligible Stanford student. See the section on Termination of Agreement in the Stanford University Off-Campus Residence Agreement for 2008-09. If you renew your contract but then apply for degree conferral by August 1 and terminate your contract, you will be charged a $400 administrative fee.

Can I move into a different complex or into a different sized apartment in my same complex?
If you live in Oak Creek or Stanford West single student housing, are eligible to renew, but wish to switch complexes or apartment types, you should renew and then submit a reassignment by choice application by April 10th.

All applicants in the reassignment process will be given random application numbers. Reassignments will be made prior to the regular assignments, in May.

Can I stay in the same type of University-assigned apartment and move to a different location within my same complex? For example, can I move from one 2-bedroom apartment to another 2-bedroom apartment in my same complex?
You could petition to move into a different University-assigned apartment within your complex as long as it is the same size unit. You could not, for example, petition to switch from a 3-person unit into a 2-person unit. Moves to different-sized units are handled through the reassignment process described in the preceding question. The petition would need to demonstrate a substantial reason for the request, as the move would entail considerable work for both the apartment management and Stanford. If the petition were approved, you would be responsible for any cost of cleaning the apartment that you vacated and any rent loss that occurred as a result of the switch. Petitions should be emailed to subsidizedhousing@stanford.edu.

Can I move into a different bedroom within my current apartment?
If someone moves out of your apartment and you wish to move into his/her room, you must check with Community Housing before doing anything. We may have a new person scheduled to move in immediately due to special circumstances, or the move could make the available bedroom available at a date that is too late in the academic term to be useful for an incoming student. You may not be allowed to switch rooms.

When one person moves out, we must have that person's room cleaned before anyone else moves into the room so that the cleaning charges will be attributed to the correct person and so that the next student assigned to the apartment moves into a clean room. When we receive notification that a person is moving out on a certain date, we immediately contact the apartment complex to schedule inspection/cleaning for just after the person is due to move out. If you are approved to switch rooms, we must schedule the cleaning of your roommate's room, your move date, and then the cleaning of your room. You are responsible for any charges associated with cleaning your current room.

Moving on Campus

Can I enter the Summer Housing Allocation in the Lottery for on-campus housing?
You may enter the Lottery for Autumn Quarter/Semester 2008-09 in Axess between April 21 and May 11. If you receive a summer assignment, you will move into your summer residence on June 21, 2008. If you receive an assignment in the Lottery to on-campus housing for autumn, you will need to contact the Housing Service Center for your new on-campus residence to determine your move-in date. All move-in dates must be by August 30th except for any students moving into Schwab or the coops. You must file a termination of occupancy form to coincide with your summer move date by May 30th - you would have an overlap of two days for moving, so your move-out date would be two days after your on-campus move-in date. If you are are unable to determine your on-campus move-in date by May 30th, please contact the Community Housing office.

Rates and Billing

Will my rent be going up?
Effective September 1, 2008, the rates are increasing by 5.75%. If you are renewing your contract, your rent will remain the same through August 31, and then will increase beginning with your autumn bill.

You must be sure that utility bills are registered in the name of one of the apartment occupants. If the resident(s) of an apartment fail to contract for utilities and the apartment complex and/or Stanford University subsequently pays the utility bill balance, the charges will be passed on to the apartment resident(s) through the University billing system. In addition, each student living in the apartment will be charged a $50 administrative fee for each utility bill paid on the students’ behalf.

Renter's Tax Credit

What is the renter's tax credit and can I claim a renter's tax credit for my university subsidized off-campus apartment?
The non refundable renter's credit is a personal income tax credit that can only be used to offset your tax liability; therefore you must have a tax liability to claim the credit. Students renting on-campus or in Off-campus Subsidized housing which is exempt from property tax, may not take the credit. For information on the Non refundable Renter's Credit, please refer to the Non refundable Renter's Credit Qualification Record in your Personal Income Tax Booklet.

Roommate Assignments

My roommate will be vacating this summer, and I would like my (same gender) friend to move in with me. Is this possible?
Your friend would have to go through the normal assignment process. S/he could indicate on his/her application that s/he would like to be assigned with you in your current apartment, but this would only happen if his/her name came up on the list and the vacancy in your unit were still available. Further, the dates would have to match; we would not hold the space vacant in order for your friend to move in at a later date.
 

Contract Terms and Conditions for 2008-09

Will there be any changes in the Residence Agreement?
Yes, you should read the Residence Agreement carefully before renewing your contract. Contact Community Housing if you have any questions about it.

What is the length of the contract?
Contracts will extend through June 15, 2009.Commencement exercises will be held on June 14, 2009. It is possible that we will be able to extend your contract to as late as August 30, 2009, depending on the end date of Stanford's lease on your apartment.

Can I be released from my contract during 2008-09 if my status changes from single to couple or family during the term of my contract?
Status changes before the off-campus renewal deadline
If you learn that your status will be changing before the deadline to renew your contract for 2008-09, you should apply for on-campus housing in your new category by the May 11th deadline or submit a termination of occupancy form to move off campus.

Status changes after the off-campus renewal deadline
If your status changes after you have renewed your contract for 2008-09, you must immediately submit an application for on campus housing in your new category of housing. You cannot be released from contract because of a change in category unless you are not offered an on-campus assignment within a reasonable amount of time. If such a vacancy does not occur, you will be released from contract at the end of the quarter.

I will be going away for the summer but wish to renew my contract. Can I sublet my room/apartment for the summer?
If you live at Oak Creek or Stanford West and have renewed for 2008-09, you may sublet your space to direct Stanford non-graduated, non-undergrad affiliates for the summer. Residents interested in subleasing their spaces during the summer are solely responsible for locating eligible sublessees. Information is available on the Student Housing Sublease Program web page.
