**   Senate Charter mandates that no school have fewer than 2 seats, and that 
     SLAC and the Special Unit have 1 seat.

***  School of Engineering could be rounded up to 11 seats, increasing total
     Senate seats to 56.  The Senate XXX Steering Committee believes that this
     does not constitute ³a major reason for change² and recommends that the 
     present apportionment continue until the 10-year reapportionment review 
     in 2003.
