Select an appropriate random sample from the Stanford directory and send them each an email with the instructions for completing the survey form.

This would not be appropriate.

This project qualifies as human subjects research. Participants are potentially identifiable through the IP addresses of their computers and can be traced through their responses to the survey. The project therefore requires review by the Stanford Nonmedical Human Subjects Panel.

If the project involves no risk to participants, it may qualify for exempt or expedited review. A protocol would still need to be submitted however, and the Panel will decide the appropriate type of review.
