This is not a likely outcome either.
The Administrative Panel on Human Subjects in Nonmedical Research is charged with protecting the interests of research subjects, not with judging the appropriateness of any particular research project.
The Panel will be interested in the adequacy of the research design and the degree to which it acknowledges and protects the privacy and confidentiality of participants. In addition, the Panel will review the proposed survey questionnaire to determine whether any questions might cause distress or harm to participants.
Whether the proposed project will be approved or not will depend on the Panel's review of these factors, not on an assessment of the appropriateness of the research question itself.
