This template is appropriate for an international shipment or hand-carry of tangible items - OTHER THAN laptops, PDAs, cell phones or digital storage devices - and software where the items or software are being shipped or taken overseas temporarily (returning within 12 months) for use in official University business. By filing this document with the Export Control Office, the PI is requesting an export license exception (TMP). To qualify for this exception, the PI assures that the shipment or hand-carry of the items or software:
a) is NOT designed for use in/with/by satellites or spacecraft or otherwise controlled by the ITAR, and
b) meets the qualifications for a temporary export license exception (TMP), defined below.

The completed One-Time TMP Certification should be sent, preferably in PDF, to both the University Export Control Officer at steve.eisner@stanford.edu and and the Property Management Office at sandram@stanford.edu. Signed hard copies should be sent via ID mail to both Steve Eisner at MC 2064 and to Sandy Passetti at MC 6025.
In addition to filing this One-Time TMP certification, departments must keep copies of the individual property and shipping documents created at the time of the shipment in their project files for at least five years, and make those available to the Dean of Research Office upon request.

Unlike the export of information resulting from fundamental research, the export of tangible items, commercial software and encryption code is subject to export control regulations. The Export Administration Regulations (EAR), however, make an exception to license requirements for the temporary export or reexport of certain tangible items or software for professional use as long as specific criteria to which you are certifying below are met. This TMP Certification does not apply to any equipment, components or software designed for use in/with/by satellites or spacecraft or otherwise regulated by the ITAR.

By my signature below, I certify that:
- I will ship or hand-carry the item or software abroad ONLY either
- as a "tool of the trade" to conduct Stanford University business; or
- for exhibition or demonstration; or
- for inspection, testing, calibration or repair;
- I will return the item or software to the US on [ insert return date if known which is ] no later than 12 months from the date of export unless they are certified by me to have been consumed or destroyed abroad during this 12 month period;
- I will maintain the item or software under my "effective control" while abroad (defined as retaining physical possession of an item or maintaining it in a secure environment such as a hotel safe or a locked or guarded facility);
- I will not ship or hand-carry the item or software for inspection, testing, calibration or repair to any Group D1 Country listed at Part 740 Supplement 1 of the EAR (presently Albania, Armenia, Azerbaijan, Belarus, Cambodia, China, Georgia, Iraq, Kazakhstan, Kyrgyzstan, Laos, Libya, Macau, Moldova, Mongolia, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Vietnam);
- I will not ship or hand-carry the item or software to Iran, Syria, Cuba, North Korea or the Sudan unless I have received approval from Stanford's Export Control Officer in writing;
- I will not ship, transmit or hand-carry any item or software incorporating Stanford-developed, non-commercial encryption source code with a symmetric key length greater than 56-bit outside the borders of the United States unless I have received approval from Stanford's Export Control Officer in writing.
Copies of the relevant property and shipping documents will be retained in this office for a period of at least five years by:
