Select an appropriate random sample and send them an email requesting their consent to participate in the study.

This would also be inappropriate.

As described on the prior pages, this project does constitute research (systematic study intended to produce generalizable knowledge) and it does involve human subjects (potentially identifiable through their email responses in this option, or from the IP addresses of their computers). The project therefore does require review by the Nonmedical Human Subjects Panel.

However it may not require the consents described in this alternative. If the project is adequately explained and poses no more than minimal risk to participants, consent may be waived. This would be described in the project protocol to be reviewed by the Panel.

In this case, the project may qualify for expedited review, a determination that would be made by the Panel.
